Adding Value through Direct Client Advocacy

To create value and provide additional contractual support for VA Medical Centers (VAMCs), Spartan Medical developed a new Client Advocacy Division. Our team of Client Advocates stand by as a liaison between Spartan Medical and medical facilities to help address clinical needs by providing solutions “on contract” for providers and their patients. Below is a list of value-add services available through our Client Advocacy Team:

  • Provide VA catalog, brochures, technique guides, and other useful information for available products on contract, with associated Contract Line-Item Numbers (CLINs), to help medical facilities quickly and easily identify items based on the clinical need. 
  • Conduct market research for items on contract as required by VAAR § 810.001-70; identify like-for-like replacements for discontinued items, or items on backorder/recall/not available from another vendor.
  • Cross-reference commonly ordered items with like-for-like equivalents on contract.
  • Offer periodic peer-to-peer virtual educational events, presented by a Medical Doctor (MD) or PhD, for providers and clinical staff to learn the science and clinical data supporting product solutions available on contract.
  • Schedule Continuing Education Credit (CEU) events for clinical staff from actively available programs offered through our manufacturing partners to meet professional requirements.
  • Coordinate product demonstrations for providers and clinical staff by scheduling meetings with local authorized Spartan sales consultants to review the almost 1000 line-items from over 55 manufacturing partners, all available on contract.

Allograft Tissues and Biologics Market Research Tool 

To assist VA Medical Centers (VAMCs), Spartan Medical provides a stand-alone tool with nearly 100 categories of commonly requested allograft tissues and biologics to help Contracting Officers (COs) “search and compare” like-for-like Allografts/Biologics on contract, as well as:

  • Increase compliance on a Mandatory Source Contract (e.g., VA IDIQ)
  • Meet Federal Government Acquisition Regulations (e.g., VAAR, FAR, etc.) intent to contract with SDVOSBs as a “first choice” vendor (VAAR § 819.7003(b)(3))
  • Meet increased Service-Disabled Veteran-Owned Small Business (SDVOSB) Fiscal Year spending goals.  NOTE: For FY2025, 23% of all federal government prime contracting is to be allocated to small businesses, and 5% of total VA and DoD spend must now be directed to SDVOSBs  
  • Compare prices for items currently ordered at your facility with contracted prices from an SDVOSB, reduce costs when necessary, and streamline orders through a single vendor, while quickly accomplishing market research processes

The Market Research Tool allows VA facilities to conduct market research for non-vendor-specific, commoditized items currently ordered, and default orders (automatic reorders once an item is used).

For reference, nine (9) vendors provide Crushed Cancellous Chips (1-4mm) on the Federal Supply Schedule (FSS). On average, the pricing for Crushed Cancellous Chips (1-4mm) from those nine vendors is 80% higher than Spartan Medical’s IDIQ contracted pricing (details/vendors provided upon request). Spartan’s firm, fixed pricing on VA IDIQ Contract #:36C10G23D0066 has not increased in 6 years and will remain fixed until October 1st, 2028.

The U.S. House of Representatives issued the MILITARY CONSTRUCTION, VETERANS AFFAIRS, AND RELATED AGENCIES APPROPRIATIONS BILL, 2025 which encourages the VA to “expand and make mandatory the training of Contracting Officers in the requirements of the Veterans First Contracting Program, with particular attention being paid to conducting the market research necessary to ensure that service-disabled veteran and veteran-owned small businesses, particularly women and minority veteran-led small businesses, are awarded VA contracts when appropriate”

Memorandum: MSPV IDIQ § 3.18 Mandatory Training Facilitation

Contractual Basis: Spartan Medical, Inc. (“Contractor”) has formally contracted with the Department of Veterans Affairs (“VA”), Strategic Acquisition Center on the IDIQ for Surgical Implants, Next Generation (“Contract”).

VA’s Obligation to Facilitate Vendor-Clinician Training at All VAMCs: The Contract, § 13.8, expressly requires that, with respect to every VAMC, “Contractor shall provide on-site, in-person demonstration to Clinical staff” (“Training), which shall include “presentations on new techniques, instrumentation, and parameters.” Id.
